Lieutenant Zorell was a member of the Special Security commanded by the Committee of Three. He captured the Seventh Doctor when the Doctor arrived on Gallifrey and took him to the Committee. He was later arrested by Castellan Spandrell. (PROSE: Blood Harvest)
