As part of a plot to assassinate the president of a foreign dictatorship visited by St John Colchester of Torchwood and Dorothy McShane of A Charitable Earth, numerous identical staff by the name of Xavier were cloned to keep the prisoners in their rooms.

Xavier would visit prisoners' rooms once a day to provide food and to ensure that the equipment in the room had not been tampered with. This included a television with only a propaganda channel, a Bible with numerous annotations, and a conveniently placed cryptic crossword. Colchester and McShane soon realised that Xavier was part of a grander scheme to topple the dictatorship and take over the country, using brainwashing and cloning to force the prisoners to become a part of a grand army called The The Unity.

After the intervention of Colchester and McShane, Xavier and his clone army melted and the prisoners were released from the hotel. Neither Colchester nor McShane knew which, if any, of the prisoners were clones under hypnosis, including themselves. (AUDIO: The Red List)
