The Wurm Empire was the interstellar empire of the Wurms, possibly ruled by King Ottak, though it was not established whether he was king of the empire. The empire spanned across star systems, including the one containing the Valnaxi homeworld.
In an attempt to gain the world's position so that they could invade the rest of the galaxy, and to prevent opponents from invading Wurm space, the Wurm attacked the Valnaxi and fought them in the Valnaxi-Wurm War, ending in 118 with the defeat and extinction of the Valnaxi. The empire existed even 2,000 years later. It is possible that since the fighting took place over seventeen star systems that those exact systems were ruled by the Empire.
Any Valnaxi artwork found by the King in his pursuit of all art warrens in the next 2,000 years would be shipped back to the Five Curves of the Empire and publicly desecrated. (NSA: The Art of Destruction)
