Webster was an agent of the English government sent to France with a message for James Stirling. He was prevented from delivering it when he was shot by French Revolutionary soldiers and imprisoned in the Conciergerie.

Before dying in July 1794, he gave Ian Chesterton the message to pass on to Stirling. (TV: The Reign of Terror)
