Vorus was the leader of the guardians on Voga.

Vorus longed to make his people great and free them from the fear of the Cybermen, who wanted to destroy Voga. In order to achieve this, Vorus oversaw the creation of Skystriker, a rocket with which he intended to destroy Nerva Beacon. He paid Kellman to lure the Cybermen to the beacon.

After Chief Councillor Tyrum tried to depose him, Vorus defied him and civil war broke out between the guardians and the Vogans under Tyrum. When Kellman warned him that the Cybermen were attacking, Vorus agreed to make peace and showed Tyrum his rocket.

He was displeased when Tyrum allowed the Fourth Doctor fifteen minutes to save Sarah Jane Smith from the beacon, impatiently waiting to launch the rocket.
