The Voodoo Charter was a mostly unwritten agreement defining the limits of the Remonstration Bureau.
It was made between the Bureau and the major time-active powers. The name came from one of the few written clauses, which was drafted in the Eleven-Day Empire as a result of a branch of the House of the Rising Sun operating within the bounds of the Empire for an entire week without anyone in the Faction noticing.
