Volstrom was a Time Lord and one of Cardinal Ollistra's spies. He tracked Cardinal Padrac for Ollistra as the Acting Castellan before Padrac decided that his opponents needed to be killed. His cover was blown by the Eleven, who prolonged his misery by forcing him to repeatedly regenerate.

Biography[]

After Ollistra sensed that Padrac could become a problem, she sent a group of agents, including Volstrom and Commander Veklin, to investigate him. Volstrom infiltrated Padrac's inner circle, becoming Acting Castellan of the Chancellery Guard. He made Veklin a Captain in the Guard so that she could follow Padrac into the future created by the Doomsday Chronometer.

Volstrom was informed by the Keeper of the Matrix that the Matrix had been experiencing distortions—the result of the the Sonomancer uploading herself. He attended a meeting of theHigh Council, wherein he foretold of the imminent Time War. He confirmed to Padrac that the biodata sent by Padrac was River Song's, (AUDIO: Songs of Love) noting with interest her future assassination of the Eleventh Doctor. (TV: The Impossible Astronaut) He returned Liv and Helen into the Time Vortex in a Gallifreyan escape pod and proceeded to give River a tour of the Capitol. He was unaware of River's deception to steal his passkeys.

Volstrom spoke at the Panopticon meeting where Padrac proposed the idea of Harmony. He persuaded High Chancellor Jerasta to vote in favour of the proposal. He watched Padrac order the Sonomancer to kill Jerasta, an act which convinced him that Padrac needed to be stopped immediately. He was made High Chancellor by Padrac and sent to secure the Capitol's exits, running into River, Liv Chenka, and Helen Sinclair in the process. He ushered them to Arrival Bay Gamma and the Doctor's TARDIS with it, admitting along the way that he was working for Ollistra.

Volstrom declined to follow Veklin, Liv, and Helen into the TARDIS, staying behind to ensure the success of Ollistra's mission. He was joined by River, who wanted to search the Matrix for the Eighth Doctor. River pretended to take him hostage to maintain his cover around Padrac and the Sonomancer, only for the Sonomancer to send her into the Matrix. He was outed by the Eleven, who had caught his request to Ollistra for immediate extraction, (AUDIO: Songs of Love) and was forced by the Eleven to repeatedly regenerate. Volstrom's sex changed with each regeneration. (AUDIO: The Side of the Angels)

Personality[]

Volstrom was rather protective. As Padrac's vision for the universe became clear, he sent away Liv and Helen and encouraged the High Council to leave the Capitol. He refused to divulge the Doctor's location to the Doom Coalition, even if that meant wasting regenerations. (AUDIO: The Side of the Angels)

Volstrom's false loyalty to Padrac was further strained when Padrac declared that he would eliminate all sources of resistance. He quietly invoked Rassilon's name and later told River, Liv, and Helen that Padrac was even more radical than Ollistra's group had assumed. (AUDIO: The Side of the Angels)

Skills and habits[]

Befitting his occupation, Volstrom was an expert liar. He fooled the Sonomancer where River could not, and with River's help, convinced her and Padrac that River had taken him hostage. (AUDIO: The Side of the Angels)
