Vishathra was an "asura", or demon, called up by Nehra. Nehra thought that the Second Doctor was manipulating timelines in order to destroy Earth, and he wanted Vishathra to cut the lines, stopping the Doctor. However, Vishathra wasn't very bright, and the Doctor tricked him into cutting his own timeline first. He disappeared. (PROSE: The Steward's Story)
