Vilor Angell was a coordinator on Synchronis. He confiscated Leela's knife and told her why weapons were sold as ornaments. He told Leela about the Fourth Doctor about his recovery. He thought that they came from the outer islands. He was intrigued about the Doctor and Leela. He made the rules and wanted Leela to be his fighter at the Empathy Games. He was insistent to have Leela fight. He told her how she could enter the rodents' minds. The people died in the Empathy games. He later tried to kill Leela due to an apparent illegal move.
