Urrozdinee was a city-state in 21st and 22nd century France. The city originated as a place to house the homeless millions. Eventually the city grew and engulfed the old city, which minister of poverty Jules thought might have been called Paris. The city was ruled by the Eminence, who in the 2130s was Eminence Grise.
In 2134, the First Doctor and Susan visited the city and became caught up in an assassination plot. Minister Jules had tried to have Eminence Grise assassinated by spies from the New Dutch Republic, however they accidentally mistook Jules for the Eminence, killing him instead.
