Topher Si-William was an inventor from Dagmar Prime in 4976. He invented the vortex manipulator to eradicate the Travers and Lethbridge-Stewart family. Once he was shown the extent of his actions' effect on history, he joined Anne Travers in creating the Time Agency. (PROSE: Foreword to the Past)
