You may be looking for Dalek Time Controller.

The Time Controller was an object with which one faction of Daleks in the Imperial-Renegade Dalek Civil War controlled their method of time travel. Physically, the Time Controller was a globe which appeared to be used only by a humanoid controller.

During their civil war, the Renegade and Imperial Daleks travelled to Earth, 1963 to obtain the Hand of Omega, the former faction having used a Time Controller to arrive there. It was operated by a human schoolgirl who was enslaved to their battle computer. The Seventh Doctor put it out of phase, knowing full well it could be repaired but didn't permanently damage it as he didn't want to "lumber Earth with a load of desperate Daleks". Following its reactivation, the Time Controller was stolen by George Ratcliffe and Mike Smith during a conflict, both of whom were killed by the girl. The mental link to her was broken shortly after this by the Doctor. (TV: Remembrance of the Daleks)

A Time Controller device was embedded within the extended neck section, surrounded by two elliptical rings, of a specialised Dalek who was himself known as the Dalek Time Controller, responsible for co-ordinating strategies based in time travel.
