Theophilus Shepstone

Sir Theophilus Shepstone was the British Special Commissioner in Pretoria in 1877. He wrote the proclamation announcing the annexation of the Transvaal into the British Empire.

He met with the supposed commissioner from Natal, Sir Joseph, and his wife, who convinced him that the Transvaal should not be annexed into the British Empire. As a result, the Fifth Doctor came to Pretoria to investigate why history had been changed. He and Turlough were unable to schedule a meeeting with Sir Theophilus, but his assistant Henry Rider Haggard obtained a copy of the new proclamation, which allowed the Transvaal its independence, and Haggard and the Doctor altered it.
