The Wooden Queen was form taken on by the life force of an Androzani tree to ensure the safety of her forest, like her counterpart the Wooden King.

The King, like the Queen was mute. However, she was able to communicate by touching a person's neck and using that person's vocal chords. She presumably grew from what looked like a Christmas tree bauble, from which the Wooden King hatched like a bird from an egg.
