When he was defeated at UNIT HQ, the Toymaker claimed that "[his] legions [we]re coming". (TV: The Giggle [+]Russell T Davies, Doctor Who 2023 specials (BBC One and Disney+, 2023).)

The Fifteenth Doctor later inferred that "his legions" had followed the Toymaker (PROSE: The Church on Ruby Road [+]Esmie Jikiemi-Pearson, adapted from The Church on Ruby Road (Russell T Davies), BBC Books novelisations (BBC Books, 2024). In fact, he believed the Goblins he encountered during his first adventure with Ruby Sunday to be part of "the Toymaker's legacy". History[]

After the Fourteenth and Fifteenth Doctors bested the Toymaker in a game of catch atop the London UNIT HQ in late 2023, the Toymaker ominously told them that his legions were coming after the Fourteenth Doctor banished him from existence as his prize. (TV: The Giggle [+]Russell T Davies, Doctor Who 2023 specials (BBC One and Disney+, 2023). Timestamp 00:48:21.)

The Fifteenth Doctor was subsequently aware he would be facing a "whole pantheon of new enemies" in his travels, but confidently believed they had "no idea what they['d] let themselves in for". (PROSE: "Heroes of Time" [+]Part of Whotopia: The Ultimate Guide to the Whoniverse, Simon Guerrier, Una McCormack and Jonathan Morris, BBC Books (2023).)

In December 2023, a group of Goblins who "bimble[d]" through time found a "chance of coincidence" surrounding Ruby Sunday and Lulubelle, and thus began seeding bad luck into Ruby's life. After she and the Fifteenth Doctor saved Lulubelle from being fed to the Goblin King and their escape from the Goblin ship, (TV: The Church on Ruby Road [+]Russell T Davies, Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023).) the Doctor explained to Ruby that the Goblins' presence was the "legacy" of the Toymaker who had entered the universe with "his legions", being another "force of nature" that was of "a different nature", obeying their own rules in much the same way that (PROSE: The Church on Ruby Road [+]Esmie Jikiemi-Pearson, adapted from The Church on Ruby Road (Russell T Davies), BBC Books novelisations (BBC Books, 2024). Chapter Thirteen; Page 100.) the Toymaker obeyed the rules of play. (TV: The Giggle [+]Russell T Davies, Doctor Who 2023 specials (BBC One and Disney+, 2023).) The Goblins then went back in time and ate Ruby as a baby, creating a cracked timeline. However, the Doctor followed them and restored the timeline by impaling the King with the spire of the church on Ruby Road. After he killed the King, the entire Goblin ship seemed to fade from existence. (TV: The Church on Ruby Road [+]Russell T Davies, Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023).)

The Doctor also recognized Maestro, who he encountered in both 1963 and 2024, as part of the Toymaker's legions after they referenced the Giggle. Maestro revealed that they were the Toymaker's child, having arrived in the universe after the Toymaker was bound in salt. (TV: The Devil's Chord [+]Doctor Who (BBC One and Disney+, 2024).)
