This story was never produced.

Therefore, its known narrative elements are not a part of the Doctor Who universe as we, on this Wiki, choose to define it. It may have been the basis for a similar story in another medium, however — and that story may indeed be valid.

The Dreamspinner was a serial planned for Season 6 of Doctor Who, written by Paul Wheeler. In March 1968 it was planned that it should follow The Invasion, but it had been written off by the end of April. The plot concerned an individual who could make people believe their dreams were real. (INFO: The Invasion)[1] It was ultimately replaced with The Space Pirates for budgetary reasons.
