Tempest Awarded V.M. was a short story printed in TV Century 21 that contained elements from the Doctor Who universe. Framed as the front page of an in-universe periodical, the titular article instead made reference to the Stingray content in the issue with a smaller piece tying-in to The Daleks comic story The Amaryll Challenge.

- Troy Tempest is one of the best known members of the World Aquanaut Security Patrol.
- Tempest has been awarded with the World Government's highest honour for bravery, the Valour Medal, by the President. Instead of flying proud flags, Marineville is silent because Tempest is missing on active service.
- The last message received from Stingray stated that Tempest was making a single-handed attempt to rescue Atlanta Shore, daughter of Marineville's Controller, kidnapped by Titan's agents.
- Phones radioed Marineville that Tempest was last seen heading for Titanica but has heard nothing since.
- Somebody at Marineville's base is quoted by a reporter as saying "If anything's happened to Troy, Titan will wish the sea had dried up around him!".
- A mysterious message stating "All you have left is fear. The Daleks are coming!" which was picked up by an amateur radio astronomer in Campden Town, New London, Mars, has filled the whole planet with speculation and alarm.
- No such signal has been detected by Earth but the Space News Agency has assured the public that, as Skaro is millions of light years away, it is not likely that the Solar System would be affected.
