This is a lie. It's determined by week, so reloading does nothing. The front page is so convoluted that I can't fix it. {{unsigned|Psicraft}}
 
:It's not determined by week, though it used to be. It does in fact "re-roll" the page on each page load. However, there is the possibility that you will roll the same quote twice. I suppose there's also the possibility that you could roll it a third or fourth time in a row, though I've not experienced that.
