Tachen was a Lord Cardinal of the High Council of the Time Lords. They were not a great supporter of President Romana, who believed that Tachen and Cardinal Morissa would oppose the elevation of her close ally, Irving Braxiatel, to Chancellor. (AUDIO: Lies)
