Super Controller was the leader of the Cybermen. He was so huge, as noted by the Sixth Doctor, that there was not a nearby ship that could carry the Super Controller's mass. He had sensors which linked his intelligence to every part of the Cyberman Empire. Because of this, every cyber ship shot down and every Cyberman death caused the Controller to feel pain.
