Steve Ross was a comic book writer at Major Comics who stopped in the early 1980s due to excessive interference with his work from the editors. His comics were considered classic and were greatly enjoyed by Toshiko Sato.

His first book was The Outsiders' Manifesto. He also wrote Tomorrow's Planet Today and Universal Passions. He once listened to an interview with Tom Grant.

Ross formed the Church of the Outsiders based on the belief that human evolution had stagnated and that they needed to breed with alien races to create hybrids known as homo stellar. He invented the consultation process. He died in 1993 and his widow, Val Ross, took over leadership of the Church with Frank Layton. (AUDIO: Believe)
