The Gallifreyan stellar manipulator known as the Hand of Omega could cause stars to go supernova, providing the energy needed to enable time travel and power Time Lord society. (TV: The Three Doctors, Remembrance of the Daleks)

Morbius once acquired a stellar manipulator for his plans of universal dominance. However, the Eighth Doctor stole its control device in order to foil Morbius' plans. The Tear of Isha was a stellar manipulator kept in the Omega Arsenal on Gallifrey. Rassilon ordered its use against the Daleks in the Tantalus Eye. (PROSE: Engines of War)
