In the Daft Dimension, the sonic sceptre was the flashier version of the Doctor's sonic screwdriver with which Stan Lee outfitted his superhero-style take on the Doctor, dubbed Timelord, within a nightmare Dez Skinn had in 1979 on the day before he put together a plan for Marvel UK's Doctor Who Magazine.
According to Lee's pitch, the sonic sceptre was what allowed Timelord to become a superhero at night, whereas he was a mere doctor (with a lowercase "D") by day. The sceptre was depicted on the cover of Lee's test issue of Timelord as a short golden rod. (COMIC: The Origin of Doctor Who Magazine)
