Canon Smallwood was the vicar of Devil's End prior to the arrival of the Reverend Mr. Magister, otherwise known as the Master.

He disappeared in mysterious circumstances one night, with Garvin the verger claiming that Smallwood had been taken ill and had to retire — a story which Olive Hawthorne, the local white witch, didn't believe in the slightest, as she knew Smallwood wouldn't have left in the middle of the night without saying goodbye to anyone. Following the capture of the Master by UNIT following the events at Devil's End, the chief constable of Wiltshire mentioned in a television interview with Alex MacIntosh of BBC3 that the local police were trying to ascertain Smallwood's whereabouts. (PROSE: Who Killed Kennedy)
