The Sholem-Luz (also known as the Dead Lords of the Everlasting) were a species that fed on mental suffering. They were able to create tunnels through the Time Vortex. They were unaffected by the time winds because by all definitions they were already dead.
Reproduction was by the creation of seeds from carbon-based materials, such as the bodies of animals or higher lifeforms. The materials would be burned and used to make adult Sholem-Luz as well as seeds that they would scatter on the time winds. The Eighth Doctor encountered them in 1903 and the early 20th century at the Retreat. (PROSE: The Sleep of Reason)
