Queen Shemura was queen of the planet Philastra.

Shemura trapped Alaban, killed much of his family and had him imprisoned. Her people called her a tyrant, rising against her and placing her in suspended animation, so she destroyed them. While imprisoned in her own palace, Shemura sent a psychic projection of herself into the TARDIS' telepathic circuits so she could conquer other worlds with the space-time vessel. The Eleventh Doctor, Danny and Abby followed the signal to Philastra.

She projected images of a fake alien invasion to trick the Doctor into freeing her, then sent her guards out so she could take the TARDIS key. The Doctor and his companions were thrown in prison, but with Alaban's help, they escaped. Alaban tried attacking Shemura for what she did, but her guards instead nearly killed him.

The Doctor convinced Shemura that he was the TARDIS' only pilot. While pretending to show the lever that dematerialised the TARDIS, he tricked Shemura by boosting the TARDIS' telepathic circuits. This "returned" mental projections of the dead, breaking Shemura's mind control over her guards. The Doctor placed her back in suspended animation, locking the controls to her tomb.
