Sheldukher was a psychopathic criminal who enjoyed inflicting pain. When he was alone and bored, he would cut his own chest. He grew up in New Boston. After his parents died in a threshing machine accident, he left Earth and never came back. During the 24th century, he was the most wanted criminal in the galaxy.
In 2389, he raided Checkley's World and stole Project FXX Q84. He used it to help find the planet Sakkrat, which according to legends was the home of the Highest Science. The search took nearly three centuries, during which Sheldukher and his crew were kept in suspended animation. Over that time, the Project grew and became known as the Cell.
When it found Hogsumm, which seemed to match all the descriptions of Sakkrat, the Cell woke Sheldukher in 2680. After exploring the planet, it was discovered that the owners of Checkley's World had modified Hogsumm to lure Sheldukher there and recover their Project. The slow time chamber they had built on the planet had malfunctioned, creating the Fortean Flicker which had ironically caused the legend of Sakkrat to be spread through the past across the galaxy.
