Shangdong was a province in north-eastern China. It bordered the province of Manchuria to its north.

In 1872, Magnus Greel's 51st century time cabinet landed in Shangdong province, in the Jade Emperor Temple located on the mountain of T'ai Shan. The cabinet was seized by Emperor Tongzhi's armies.

After the Pacific War, World War II in Asia, began in July 1937, the Japanese Twelfth Army pushed into Shangdong from occupied Manchuria. By August, the Imperial Japanese Army controlled everything north of T'ai Shan and the city of Tai'an. These front lines were almost 400 miles away from Shanghai. Kuomintang troop trains transported Chinese soldiers through the province towards the front lines, and were commonly harassed by Japanese Mitsubishi A5Ms launching nuisance raids.

Under Hsien-Ko's leadership, the Tong of the Black Scorpion secretly constructed a nuclear reactor inside T'ai Shan as part of a plan to capture and punish Magnus Greel. Sung-Chi Li attacked the reactor and almost made it go critical. It threatened to obliterate Shangdong province completely before the Fourth Doctor stabilised it. After Hsien-Ko and the Tong were defeated, the Doctor and Romana I buried the reactor. (PROSE: The Shadow of Weng-Chiang)
