Section 3 was a section of the Dalek City. The Daleks in sections 2 and 3 were selected to receive anti-radiation drugs. However, the drugs resulted in the deaths of all the Daleks in section 3, while those from section 2 recovered in the sonic chamber. (TV: The Daleks)
