Controller Salamar was the commander of the Morestran ship which answered the distress call sent from Zeta Minor. He initially suspected the Fourth Doctor of killing the members of Sorenson's expedition. He followed the Doctor's advice and ordered the anti-matter samples returned to the planet, but when members of his crew turned up dead, he again suspected the Doctor of murder and tried to have Sarah Jane and him ejected into space, causing Vishinsky to relieve him of duty. He threatened Vishinsky with a gun and shot a guard. He tried to kill the transformed Sorenson but was killed instead, but not before accidentally causing the creation of more anti-matter monsters.
