The map in The Bounty Hunter shows Rotherhithe as being on the peninsula just east, but across the River Thames, from the City of London. When viewed in conjunction with the map of London boroughs seen in Revenge of the Slitheen, this would definitively place Rotherhithe in London Borough of Southwark.
