Rolf was one of the locals on Funderell. He rescued Romana II from drowning. He took the Fourth Doctor back the village. (AUDIO: The Skin of the Sleek) He went on a hunt for a new Sleek. When Greygul was killed he became the new leader. (AUDIO: The Thief Who Stole Time)
