Robert Lewis was an agent of the Torchwood Institute, with a xenophobic attitude towards aliens and a sexist attitude towards women.

In 1889, Robert and Eliza Cooper traced the Tenth Doctor and deduced that he was stranded in London. (COMIC: The Time Machination)

In 1906, Robert and Eliza went through a time machine, but were transported to a different planet thousands of years into the future. There they encountered the Doctor, whom Robert tried to arrest. Eliza realised that they would need the Doctor to return home, but Robert remained determined to kill the Doctor in defence of the British Empire. His threats amused the Doctor, who constantly mocked and insulted him.

Robert was killed when he was struck by a ray from the terraforming satellite orbiting the planet. (COMIC: Final Sacrifice)
