The dimensional stabiliser of a TARDIS (specifically the Monk's TARDIS) regulated the outer plasmic shell of the ship in relation to its exterior. By sabotaging the Monk's dimensional stabiliser, the First Doctor made the inside of the Monk's TARDIS the same size as the outside.
