The Record of Rassilon was a book written by Rassilon during the Dark Times containing information of the the war with the Great Vampires. It was an emergency instruction that, should the King Vampire ever be found, a Time Lord would kill him even at the cost of one's own life. (TV: State of Decay)
A copy of the Record was to be installed in all time vehicles. However over time, nobody remembered why, and the practice was eventually discontinued, with only the older type of vehicles possibly having a copy, (PROSE: Doctor Who and the State of Decay) including all 305 Type 40 time-vessels, such as the Doctor's TARDIS, which possessed 18,348 emergency instructions. Romana II also came across a reference to the Record in one of the old databooks of the Bureau of Ancient Records. (TV: State of Decay)
