The public video system was a communications network in use by the Company on Pluto. The output was controlled by the Collector from his palace.
Public bulletins were broadcast on the system. One such bulletin detailed the bounty for information about the Fourth Doctor and another announced the impending execution of Leela. During the execution, a live video of the proceedings was shown. The Doctor identified the possible advantages of this and broke into the palace. There he took control of the network and had it broadcast messages in favour of the rebellion, suggesting the Company had been overthrown. (TV: The Sun Makers)
