The Time Lord President of the Council was faced with an unknown crisis and decided to summon the Doctor's first three incarnations to help.
Behind the scenes
- Given the average reign of a Time Lord President lasts a few centuries, it seems likely that the President who was retiring a few years later was the same character, possibly having regenerated.
