Powla was an inhabitant of Olleril. During a televised meeting of the Empire City Council where an immigration amendment was being discussed, Powla tried to explain that immigration into the area had been minimal. However, she was quickly drowned out by the shouting of the rest of the people in attendance. (PROSE: Tragedy Day)
