The planet was colonised by humans who believed it held many resources. There, the pioneers found only the Daleks, who enslaved the colonists.
In return for work building new Daleks, the Daleks provided the colonists with basic amenities. The planet's only settlement, the city of Winter, was built as part of this agreement. Though far from Skaro, the planet effectively became a factory world for the Dalek Empire.
After 200 years, the population rose up in armed revolt, instigated by the First Doctor and Grand Marshall Gaius Majorian, and tried to drive the Daleks away. Though nearly driven from Winter, the Daleks tasked Majorian's successor, Jacklyn Karna, with taking back control. (AUDIO: The Dalek Occupation of Winter)
