Piper O'Rourke was a spy for the Interplanetary Mining Corporation on Project Eden in the 22nd century.

She was born in the 2060s or 70s. She lived on Earth with her husband Ben, writing children's books for a living. In 2127, Ben was serving aboard the Hydrax when it disappeared into E-Space (PROSE: Lucifer Rising, TV: State of Decay) and InterSpace Incorporated refused to pay his pension. Piper retrained and got a job with Earth Central.

In 2152, she began working on Project Eden as Head of Support Services, responsible for the exploration of Lucifer's moons Belial and Moloch. The Interplanetary Mining Corporation offered her information about her husband in exchange for her spying on the Project. She agreed to at first, but when she tried to stop, they threatened to expose her. As part of her deal with IMC, she infected the Project's neural net with a computer virus that sent them information. This virus corrupted the software of the starsuits, causing the deaths of Paula Engado and Sam Russell.

In 2157, when an Adjudicator, Bishop, as well as the Seventh Doctor, Bernice Summerfield, and Ace arrived on the Project, Piper killed Federique Moshe-Rabaan and staged it as a suicide to divert suspicions from herself. She set off an explosion in the conference room on Belial in an attempt to kill the Doctor.

She went down to Lucifer in a starpod with Miles Engado in an attempt to recover his daughter's body. The Angels on the planet returned to them back to Belial. When Alex Bannen caused waves of reality-altering energy to emanate throughout the base, Piper was among the few who escaped the system.

She and Miles returned to Earth together. Doing a favour for the Doctor, she released a packet of powder he had given her into the air.
