Piers Meadows worked at Rigby and Moore. He attempted to have Bilis Manger removed from his shop so that the area could be redeveloped. He fell from his balcony after being attacked by bats, but was snatched by Bilis and placed on a train in a time loop to thwart the Committee's plan to replace him, Zoe Blake and Rowena Protheroe with doppelgängers.
