Peter was a young boy who lived next to Professor Pillbright.
He saw Pillbright communicating with the Daleks. Thinking the Professor to be a spy, he tried to tell the police, who did not believe him. The Daleks, knowing what he had seen, had Max Sylvester send two of his thugs to try and kill Peter, but they were stopped by the Third Doctor. (COMIC: The Disintegrator)
