Perry, or Peregrine, the inherent "Lord Sutcliffe", was an orphaned boy living on the streets of 19th century London.

During the frost fair of 1814, Sutcliffe's men paid Perry and his friends to lure people onto the frozen River Thames to be fed to the creature Sutcliffe's ancestors knew had been trapped under the ice, though the children themselves were unaware of Sutcliffe's true goal.

Following Sutcliffe's death, the Twelfth Doctor altered the will so that Perry inherited his manor. (TV: Thin Ice)
