Paul Scoones is a New Zealand fan of Doctor Who. Neil Lambess and he were instrumental in the recovery of the "The Lion", a missing episode of The Crusade, in January 1999. He was the person who negotiated the loan of the film to the BBC so that it could be copied, and arranged for it to be couriered to the UK.

Scoones is the author of the reference book The Comic Strip Companion - The Unofficial and Unauthorised Guide to Doctor Who in Comics: 1964-1979, and wrote information text subtitles for Doctor Who DVDs. He edited the New Zealand Doctor Who fanzine "Time Space Visualiser".
