Agent Paul was an agent working for the CIA. When the Remoraxians began flooding the Earth, Agent Paul was under instructions to accompany the Third Doctor to the UNIT seabase off the coast of Great Britain where the Remoraxian Prime was based. The Doctor and Sarah Jane Smith sped off in the Whomobile; the Doctor apologising that there was only room for two inside.
When the situation seemed bleak, Agent Paul authorised the nuclear "obliteration" of Great Britain. When the Doctor and the Brigadier were able to make the Remoraxians leave Earth, Agent Paul called off the bombings. (COMIC: In With the Tide)
