Pandad IV

This President was the Lord President of Gallifrey when the Fourth Doctor returned to Gallifrey. Chancellor Goth expected to succeed him, but the President had informed him that he would choose someone else. On Presidential Resignation Day, Goth, under orders of the Decayed Master, assassinated the President before he could make his announcement and tried to frame the Doctor. He was said to have been popular during his reign, which some Time Lords suggested was short compared to long-past presidents. (TV: The Deadly Assassin)

Behind the scenes

The casting of Llewellyn Rees in the role of Lord President was an in-joke, as he had been General Secretary of the actor's union, Equity, for many years.
