Offram was a technician at the mind farm. He showed Peri Brown memories of her father, and later used her in his investigations of Garius Moro. He attempted to frame the Sixth Doctor for Moro's crimes by programming a memory graft that made almost everyone present, including the Doctor, believe that the Doctor was Moro. Fortunately, this graft was only temporary, and Peri had already escaped being affected by it as she was in the TARDIS when the graft was triggered. (AUDIO: Memories of a Tyrant)
