“Mrs Flood” was the main alias of an incarnation of the Rani who masqueraded as a human, seemingly living on Earth undetected for decades. She was a neighbour of Ruby, Carla, and Cherry Sunday at Minto Road in Notting Hill. While she got along with the Sunday family, Mrs Flood had a somewhat antagonistic relationship with her neighbor Abdul, who she believed was watching her.
Despite her ploy at disguising herself as a regular human neighbour, Mrs Flood never attempted to hide she was anything but a normal human, after the Fifteenth Doctor undid the Goblins' alterations to the timeline, she would casually reveal she knew that the Doctor's blue box was a TARDIS, as well as cryptically reveal her knowledge about the return of Sutekh and him being "the One Who Waits" to Cherry.
Shortly before being disintegrated by Sutekh's Dust of Death, she said she had "great plans". She was later restored to life after Sutekh’s defeat. Following this, she began stalking the Doctor throughout time and space, ranging from different decades to even millennia off of Earth, collecting readings made by the Doctor's Vindicator. However, following the hijacking of the 803rd Interstellar Song Contest, Mrs Flood bi-generated her next incarnation and began serving her successor in their plan to bring absolute terror to the Doctor.

Becoming Mrs Flood[]
Secretly an incarnation of the Time Lady known as the Rani, (TV: The Interstellar Song Contest [+]Juno Dawson, Doctor Who series 15 (BBC One and Disney+, 2025).) she constructed the persona of "Mrs Flood" to "hide away" (TV: Empire of Death [+]Russell T Davies, Doctor Who series 14 (BBC One and Disney+, 2024).) creating a fictional history of seeing police boxes on the streets of London in the 1970s, doing a fun run in twenty-five minutes flat on Easter 2023 in spite of having blisters the size of apples, (TV: The Church on Ruby Road [+]Russell T Davies, Doctor Who Christmas Special 2023 (BBC One and Disney+, 2023).) and nursing a sick mother. Meeting the Doctor[]
Mrs Flood woke up on 24 December 2023 to find a police box on the pavement outside her home; which she believed was Abdul's doing, despite him denying it. The two briefly greeted Ruby Sunday as she arrived home with groceries. Sometime later, while the timeline was cracked, Mrs. Flood witnessed the Fifteenth Doctor run out of the Sunday family's flat and into the box; which disappeared before her eyes. The sight of it disappearing caused her to drop her groceries in shock, as she realised that it was a TARDIS.
When the Doctor returned to the Sundays' flat, Mrs Flood warmly waved at him; watching him once again disappear into the TARDIS. When he returned again, she observed as he hesitantly approached the Sundays' front door. Grabbing his attention, she remarked that he seemed to be a "busy man" with his "box of tricks", but noted his evident sadness. The Doctor remarked that he was worried that he was bad luck for the Sundays, and bid her a Merry Christmas. He declined to give his name, claiming that he was just passing by, and Mrs Flood told him to take care as he re-entered his TARDIS. Shortly afterwards, Ruby emerged and asked if Mrs Flood saw where the Doctor went; to which she encouraged her to enter the TARDIS and wished her luck as she set off with the Doctor. Abdul ran out into the street, marvelling at the TARDIS as it dematerialised; but Mrs Flood simply nudged his cheek and bid him a Merry Christmas. Looking ahead, she wryly remarked, "Never seen a TARDIS before?", and winked at the audience. Sutekh's return[]
When Carla and Ruby were heading to UNIT headquarters, Mrs Flood was left to look after Cherry. Flood remarked that it was nice for her to get out as she was always hiding herself away. She denied Cherry a cup of tea, instead warning her to be careful. As she looked ahead through the window, Flood added with a look of trepidation: "He waits no more". Watching Sutekh's deadly dust storm approach, Mrs Flood checked that Cherry believed in the power of prayer and ominously ordered her to "tell your maker, I will come to storm down his gates of gold and seize his kingdom in my true name". Mrs Flood ignored Cherry's demands to know who she was, and apologised that it ended like this. Embracing Cherry as Sutekh turned everyone to dust, Mrs Flood bemoaned that she had such plans. On the roof of the Sundays' house, dressed in a white outfit and as it was snowing, Mrs Flood narrated that that was how the story of the church on Ruby Road ended and that it was a very happy ending for Ruby Sunday. Showing knowledge of the Doctor's true nature and his travels throughout time and space, Mrs Flood warned her audience that the Doctor's story ends in absolute terror. Following the Doctor[]

Belinda encountered Mrs Flood on her way out of the hospital one day. Mrs Flood greeted her, telling Belinda that she was just picking up her pills. (TV: The Story and the Engine [+]Inua Ellams, Doctor Who series 15 (BBC One and Disney+, 2025).)

Mrs Flood travelled to Miami in 1952. Following the defeat of Lux Imperator, she showed Tommy Lee and his mother the TARDIS leaving. When asked how that happened, Mrs Flood said that it was a "trick of the light". (TV: Lux [+]Russell T Davies, Doctor Who series 15 (BBC One and Disney+, 2025).)
500,000 years in the future, Mrs Flood disguised herself as Squadron Leader Chinchappa and listened to a report on the events on Midnight. Finally, Mrs Flood followed the Doctor and Belinda to the Interstellar Song Contest in 2925 where, sitting in the audience, she was able to get a copy of the readings from the Vindicator. Mrs Flood was pleased, commenting that it was the final link and the Vindicator was "ready and primed." Mrs Flood decided to stay and enjoy the show as she wasn't in a rush. Soon afterwards, Mrs Flood was one of a hundred thousand people cast into space by Kid as a part of his revenge plot. After the Doctor and Belinda left, Mrs Flood was the last person rescued by Gary and Mike Gabbastone. Checking that the Doctor was gone, Mrs Flood revealed that her double brain stem had frozen which was fatal for a Time Lady. However, instead of undergoing a regeneration, she underwent a bi-generation. Mrs Flood's next incarnation revealed to Gary and Mike that the two Time Ladies were the Rani, although the more bossy, younger looking incarnation referred to herself as the Rani and called Mrs Flood "a Rani." Mrs Flood provided the Rani with the readings from the Doctor's Vindicator and the two Ranis set out together to bring absolute terror to their old enemy. In an alternate timeline created when the Fifteenth Doctor stepped on a fairy circle on clifftop in Wales, Ruby Sunday returned to London following the Doctor's mysterious disappearance. She found herself followed continuously by a mysterious woman at a distance of 73 yards and set up a phone call with her mother, Carla, in the hopes of finding out what the woman would say. Observing this, Mrs Flood commented on the strangeness of Ruby of standing on the street talking on the phone to her own mother. Behind the scenes[]
Anita Dobson reprised her role as Mrs. Flood live at the 2024 Doctor Who at the Proms, dressed in her same outfit from the end of Empire of Death to introduce music from The Legend of Ruby Sunday. After unnerving Catherine Tate, she greeted the audience and explained her last concert was a 1986 Queen concert, admitting she found them "a bit noisy" (this being an inside joke, as Dobson is married to Queen guitarist Brian May). Introducing herself, she insisted her name was "Mrs. Flood" despite the audience disbelieving her, and denied being "some outer space villain in disguise."
Following her reveal in The Interstellar Song Contest as an incarnation of the Rani, this makes Anita Dobson the actress with the most appearances in the series as the Rani with 10 appearances, including The Interstellar Song Contest.
