Mister Terror was a member of the Alliance of Shades, an organisation to cover up alien invasions of planets level 5 or lower. He attempted to kill the Tenth Doctor in order to get a fusion bar. He was deactivated by the Doctor when he attempted to kill him for knowing too much about an alien invasion. (TV: Dreamland)
