The Minister's fourth regeneration coincided with their promotion from Minister of Environment to Minister of Health on the planet Samael. As such, this new incarnation, though she kept the same face as her predecessor and continued to live under the alias of Felicity Morgan, had a different personality, better-suited to this new job.
